On June 5, 2008, the State Council of China issued the "Outline of the National Intellectual Property Strategy", elevating intellectual property work to the national strategic level.
The Outline points out that the intellectual property system is the basic system for developing and utilising knowledge resources. Intellectual property is increasingly becoming a strategic resource for national development and a core element of international competitiveness.
It is also an important support for building an innovative country and a key to taking the initiative in development. However, as the Outline has stated, China's intellectual property system is still imperfect on the whole.
The outline also proposes that China should implement an intellectual property strategy to greatly improve its ability to create, use, protect, and manage intellectual property.
The goal is to make China a country with a higher level of creation, utilisation, protection, and management of intellectual property by 2020.
The outline also instructs that China needs to follow the principles of encouraging creativity, effective use, legal protection, and scientific management, focusing on improving the intellectual property system.
There are five strategic priorities, which are to improve the intellectual property system, promote the creation and utilisation of intellectual property, strengthen intellectual property protection, prevent the abuse of intellectual property, and foster intellectual property culture.
