China's Sansha City established

On July 24, 2012, the establishment ceremony of Sansha City (三沙市) of China's Hainan Province, was held in front of the local municipal government office building.

In his speech, Luo Baoming, the then secretary of the CPC Hainan Provincial Committee, said that the Hainan provincial committee and the provincial government would lawfully carry out administrative management and development protection responsibilities for the islands and reefs and their waters in the Xisha, Zhongsha, and Nansha islands, striving to build Sansha City into an important base for upholding the sovereignty of the South China Sea and serving the exploitation of South China Sea resources.

Luo Baoming further noted that the current focus on building Sansha City was to strengthen the construction of political power and ensure orderly and efficient administrative management.

In addition, Sansha City should speed up the progress of infrastructure construction, urgently compile important plans such as the overall long-term construction plan and marine environment protection, and support the development of characteristic industries such as fishing, tourism, and oil and gas resource exploitation.

On the afternoon of July 23, the first session of the first People's Congress of Sansha City lawfully elected the city's top authorities. Fu Hong was elected as the director of the standing committee of the first People’s Congress, while Xiao Jie was elected as the first mayor.
