On June 26, 1994, the main canal of the Datong River-to-Qinwangchuan Water Diversion Project (引大入秦) in Gansu was completed, and water flow was established in October of the same year.

The water diversion project transports water from the Da Tong River (大通河) at the border of Gansu and Qinghai provinces, from the Tiantang Temple (天堂寺) in Tianzhu Tibetan Autonomous County in Gansu, through mountains and ridges to Qinwangchuan (秦王川), 60 kilometres east of Lanzhou City.

The "Yin Da Ru Qin" project is a cross-regional water diversion project that the country invested heavily in during the 1970s and 1980s.

It spans 4 cities and 6 districts in Gansu and Qinghai provinces, with a total estimated investment of 2.833 billion CNY. The project was initiated in 1976, and there are currently 5 main and branch canals in operation, with a total length of 254.63 kilometres.

There are 61 branch canals, totalling 766 kilometres in length, and a total of 2.9 billion cubic metres of water has been supplied to the irrigation area and surrounding towns to date.
