On September 28, 1974, China's second largest oil field, "Shengli Oilfield" (勝利油田), was completed.

The Shengli Oilfield is located in the Yellow River Delta area on the coast of the Bohai Sea in northern Shandong Province. It mainly spans more than 10 counties in four municipalities, including Dongying, Huimin, Dezhou, and Weifang, covering an area of over 2,500 square kilometres.

The first industrial oil stream well, "Hua 8 Well" (華8井), was struck at Shengli Oilfield on April 16, 1961, producing 8.1 tonnes of oil per day.

On September 23, 1962, "Ying 2 Well" achieved a high yield of 555 tonnes per day, becoming the highest daily producer in the country at the time. The early name for the Shengli Oilfield, "Nine Two Three Factory", comes from the this date.

By January 25, 1965, the "Tuo 11 Well" located in Shengli Village tested and blew out oil, producing 1,134 tonnes of crude oil per day. It became the first well in the country to produce a thousand tonnes, thoroughly refuting the claim that "there is no oil in North China". The "Shengli" Oilfield, which means "victory" in Chinese, gets its name from this achievement.

The Shengli Oilfield encompasses more than two-thirds of the world's reservoir types.

In response to the characteristics of the thin, small, fragmented, and deep reservoirs in the Shengli Oilfield, researchers independently developed several new exploration and development technologies.

Over the past 60 years, 81 oil and gas fields have been discovered in the Shengli Oilfield which has produced over 1.2 billion tonnes of crude oil, approximately one-fifth of the total onshore production in China during the same period.

The Shengli Oilfield is close to the main industrial and agricultural production areas and is easily accessible by sea and land.

Its development is of great significance to the rapid development of China's petroleum industry, changing the layout of China's fuel industry, and promoting economic development.
