On August 9, 2019, the Central Committee of the Communist Party of China and the State Council issued a plan on implementing pilot reforms in Shenzhen to build the city into a pilot demonstration area of socialism with Chinese characteristics (中國特色社會主義先行示範區).
According to plan, the "Pilot Demonstration Area of Socialism with Chinese Characteristics" will facilitate the progress of Reform and Opening-up, aid in implementing the Greater Bay Area strategy more effectively, and pioneer a new path for a comprehensive construction of a socialist modernisation powerhouse.
The development goal for Shenzhen to build a pilot demonstration area, by 2025, is to enhance Shenzhen's economic strength and development quality to be among the leading global cities, with top-class research and development investment intensity and industrial innovation capabilities.
Also, there will be a significant elevation in the city's cultural soft power, with the quality of public services and the ecological environment measuring up to international advanced standards, culminating in a modern, international, innovative city.
By 2035, Shenzhen's high-quality development will become a national example; the city's overall economic competitiveness will lead globally, and it will become an innovative, entrepreneurial, and creative city with global influence.
Shenzhen will serve as a city example in China's endeavour of building a socialist modernisation powerhouse. By mid-century, Shenzhen, with a more spirited stance, will stand among the world's most advanced cities, emerging as a global benchmark city with striking competitiveness, innovation, and influence.
The plan also mentions that Shenzhen will spearhead many projects, including the pioneering of a modern economic system that embodies the requirements of high-quality development, the creation of a democratic and legal environment that shows fairness and justice, the formation of a modern urban civilisation that exhibits the prosperity of socialist culture, the development of a pattern of common construction, governance, sharing and common prosperity, and the construction of a beautiful Chinese example of harmonious coexistence between humans and nature.
